Here’s a recap of the city of Greenville Planning Commission meeting on April 3.
Approved: A rare variance
An application for a stormwater management variance was brought to the commission for a reduction of floodplain compensatory storage from 150% to 62%. Floodplain compensatory storage acts as an engineered solution to offset the loss of natural features in flood-prone areas like floodplains or wetlands. In order for the applicant to provide 150% storage, they would have had to disturb an existing wetland.
A no-rise study was conducted on this site showing no rise, meaning a proposed project would not increase the site’s flood heights.
The site, northeast of the intersection of Halton and Haywood roads, is the proposed future home of a child care facility.
There was some back and fourth within the commission as to the precedent approving this matter would set and whether this land should be developed at all given its topography.
All the same, the matter was approved, 6-1. The Planning Commission was its final stop.
Returned by City Council: Dallas Road rezoning, approved
An application was return to the commission for an annexation and rezoning from an R-S Residential-suburban district in Greenville County to RN-C, Neighborhood C District, in the city of Greenville located on Dallas Road in south Greenville.
This matter was first brought to the commission in February and denied. It went on to City Council, which returned the matter to the Planning Commission in its March 10 meeting. Council desired a review and amendment of the proposed zoning to a less intense RN-A zoning. RN-C allows a maximum building width of 100-feet compared to the 40-foot building maximum under RN-A. The intent is to implement missing middle housing.
The matter was approved, 5-1. It goes on to City Council’s April 28 meeting.
