Mary Anne Fitzpatrick, vice president of system planning at USC, has served as interim chancellor since July. She replaced the embattled Tom Moore, who received a vote of no confidence by the school’s faculty in April 2015. He announced his decision to step down four months later.

“Dr. Kelly is an accomplished scholar and academic leader and I am confident he is the right person to lead us into the next era of growth and development at USC Upstate.

USC Upstate has 6,000 students and nearly 26,000 alumni.

At UWF, Kelly has been credited for leading the school’s 50th Anniversary Capital Campaign and raising more than $48 million toward a $50 million goal. USC Upstate will kick off its 50th anniversary celebration in February. In his current position at UWF, Kelly manages the Division of University Advancement, which includes marketing and communications, alumni relations, development, community engagement, the UWF Historic Trust and WUWF Public Media, the NPR station serving the Gulf Coast from the UWF campus for 35 years. In addition, he serves as president of the UWF Foundation and chief executive officer of the Historic Trust.

He has also served as the director of UWF’s School of Fine, Performing and Communication Arts and chair of the communications arts department.
